Catharine Baker on “The Integrity of Elections
in California: Lessons Learned from 2010 and Reforms Needed for California to Have Legitimate Elections”
In 2010, Catharine Baker was
Campaign Counsel for David Harmer for Congress. In that capacity, Ms.
Baker oversaw the Harmer campaign's ballot integrity operations before,
on, and after election day. Harmer's race
was so close it was one of the last races in the country to be called
nearly four weeks after the election.
Based on what she witnessed in the 2010 election, Ms. Baker authored two articles, entitled "Ballot Integrity: Observations and Concerns" and "Restoring Ballot Integrity." These articles have raised awareness of the weaknesses in California's election system as seen in the 2010 Harmer race and serve as a blueprint for much-needed reforms to California's election law.

Catharine Baker is an
attorney at Hoge Fenton Jones & Appel in Pleasanton, California,
where she practices commercial litigation and serves as general counsel
to small businesses. Prior to
attending law school, Catharine was the Senior Legislative Aide to Congressman Sonny Bono in Washington, DC, where she advised on
legislation and public policy related to natural resources and the
environment, transportation, Medicare and Social Security, health care,
agriculture, and Native American affairs.
